The 2006 Official Basketball Rules
of the International Basketball Federation ( FIBA ) will be
adopted for the competition. |

The English text shall be officially
accepted one to be used in setting any dispute on the
interpretation of the rules. |

Cases of general nature shall be
resolved according to the Constitution and By-Laws of the WNCAA. |
| |
|
|
3 |
Technical problems shall be resolved
according to the current rules of FIBA. |

BASKETBALL GROUND RULES |
| |
|
|
1 |
TEAM COMPOSITION |
| |

| |
1.1 |
A team will be composed of fifteen
(15) players. All are allowed to play. |
| |
|
|
| |
|
A team may also a have a maximum of
five (5) officials that can sit on the bench. These include the
coach, assistant |
| |
|
coach, trainer, scorer/statistician
and utility. |
| |
|
|
| |
1.2 |
Only those listed above will be
allowed to sit on the bench. |
| |
|
|
| |
1.3 |
In the absence of the coach and
assistant coach, the trainer can coach the team. |
| |
|
|
| |
1.4 |
In the absence of officials, an
authorization letter from the School Representative stating the
substitute must be |
| |
|
presented to the Commissioner prior to the
game. |
| |
|
|
| |
1.5 |
In the absence of any officials, the
team will not be allowed to play. As a result the team shall
lose the game by forfeit. |
| |
|
|
|
2 |
TEAM UNIFORM |
| |
|
|
| |
2.1 |
The team uniform shall be one
(1)light color and one (1) dark color. The team listed on the
left side of the printed schedule |
| |
|
of the games shall wear the light
colored uniform; teams listed on the right side shall wear the
dark colored uniform. |
| |
|
|
| |
2.2 |
Shirts shall be of the same dominant
color on both front and back, with numbers on front and back,
with the family name |
| |
|
at the back. The team shall use
numbers from 4 to 20. |
| |
|
|
| |
2.3 |
All players must tuck-in their
shirts during the game. Cooperation of coaches to ensure their
players tuck-in their |
| |
|
shirts properly is required. |
| |
|
|
| |
2.4 |
Officials sitting on the bench must
wear shirt with collar, long pants and shoes. NO Caps or hats. |
| |
|
|
| |
2.5 |
Procedures on agreement to exchange
color of uniforms and baskets / team benches shall not apply. |

The following points per ( FIBA
Classification of Teams ) shall be taken into account to decide
the ranking of teams: |

In case of ties, Quotient System will

FORCE MAJEURE |
| |

|
| |
|
Twenty minutes after a force majeure
has occurred, the following rules will be applied: |

6.1 |
If it occurred during the first
HALF of the game, the game will be played from the start. The
game will be rescheduled. |
| |
|
|
| |
6.2 |
If it occurred during the second
HALF onwards, all scores, fouls, team fouls, the time
remaining, time outs, will be |
| |
|
carried over when the game is
rescheduled and only team members present in that particular
game will be allowed to |
| |
|
play. |
| |
|
|
| |
6.3 |
If it occurred during the last two
minutes of the game, the team with 20 points lead will
automatically win the game. |
| |
|
|
|
7 |
SANCTIONS |
| |
|
|
| |
|
Players slapped with technical or
unsportsmanlike fouls or combination of both will be sanctioned
according to the gravity of the offense. |

| |
7.1 |
Two (2) Technical Fouls -

RESTRICTIONS |

9.1 |
Athletes should sport an appropriate
haircut. Bald or Skinheads are not allowed. |

9.2 |
Athletes are not allowed to expose
any tattoos. |
| |
|
|
|
10 |
TYPHOON SIGNALS |
| |
|
|
| |
|
There will be no game in the Midgets
Division when typhoon signal number 1 is declared. For typhoon
signal number 2, |
| |
|
games in the Juniors and Seniors
Division will be postponed. All games will be rescheduled.
|
| |
|
|
|
11 |
DELIBERATE LOSS |
| |
|
|
| |
|
Coaching Staff who deliberately
allows his/her team to lose the game, as reported by the
Commissioner, will be fined with |
| |
|
an amount and/or suspended or banned
from the tournament, to be determined by the Executive Board. |
| |
|
|
|
12 |
UNFORSEEN |
| |
|
|
| |
|
Any technical matter not mentioned
in the Ground Rules shall be decided by Commissioner and
Technical Committee. |
| |
|
Other matters by force majeure shall
be decided in consultation with the WNCAA Executive Board.
