WNCAA BASKETBALL GROUNDRULES
       
1.0 The Official Basketball Rules of the International Amateur Basketball Federation (FIBA) will be
  adopted for the competition. The English text shall be the officially accepted one to be used in
  settling any dispute on the interpretation of the rules.
       
2.0 Cases of general nature shall be resolved according to the Constitution and By-Laws of the WNCAA.
       
3.0 Technical problems shall be resolved according to the current rules of FIBA.
       
GROUNDRULES
       
1.0 TEAM COMPOSITION
       
  1.1 A team will be composed of fifteen (15) players. All are allowed to play.
    A team may also have a maximum of five (5) officials that can sit on the bench. These include the
    coach, assistant coach, trainer, scorer/statistician and utility.
       
  1.2 Only those listed above will be allowed to sit on the bench.
       
  1.3 In the absence of the coach and assistant coach, the trainer can coach the team.
       
  1.4 In the absence of all officials, an authorization letter from the School Representative stating the
    substitute must be presented to the commissioner prior to the game.
       
  1.5 The School Representatives are authorized to act as Coach or as a Team Official in the absence
    of an authorization letter.
       
  1.6 In the absence of any officials, the team will not be allowed to play.
       
2.0 TEAM UNIFORM
       
  2.1 A Team uniform shall be in two (2) sets one (1) in light color and one (1) dark color, or it could be
    reversible.
       
  2.2 The 1st team named in the schedule shall wear the light (left side of the scorers table) and the 2nd
    team named will wear the dark (right side of the scorers table) colored uniform.
       
  2.3 Shirt shall be of the same dominant color on both front and back.
       
  2.4 A Team uniform shall have numbers on front and back with the FAMILY name at the back.
       
  2.5 The Team shall use numbers from 4 to 21 only.
       
  2.6 All players must tuck-in their shirts during the game. Except is tailored not to be tucked-in.
       
  2.7 Officials + Utilities sitting on the bench must wear shirt w/collar, long pants and shoes.
       
  2.8 Strictly NO caps or hats are allowed in the team bench area and the playing court.
       
  2.8 Only Team Officials wearing the official ID Cards issued to them will be allowed to sit on the bench.
       
3.0 TOURNAMENT FORMAT
       
  3.1 Seniors' A
    - 5 Teams (if more that 5 TEAMS refer to Juniors format)
    - Single Round
    - Rank 1 Bye (waiting for Championship)
    - R2 vs R5 = W1
    - R3 vs R4 = W2
    - W1 vs W2 = W3
    - W3 vs R1 (Best of 3 Championship)
       
  3.2 Juniors Division
    - 6 TEAMS or more but not more than 11
    - Single Round
    - Top 4 cross-over (R1 2x to beat with no loss)
    - R1 vs R4 = W1
    - R2 vs R3 = W2
    - 3rd place will be determine by Rank
    - W1 & W2 (Best of 3 Championship)
       
  3.3 Midgets Division
    - Single Round
    - Cross-over Rank 1 vs Rank 4, Rank 2 vs Rank 3
    - Top 2 teams play in a best of 3 championship.
    - 3rd place to be determined by their rank
       
4.0 OFFICIAL BALL
       
  4.1 The official ball to be used will be Molten.
    MOLTEN GL-6 for the WNCAA.
       
5.0 RESOLUTION OF TIES
       
  5.1 If the following points shall be taken into account to decide the ranking of teams:
      Match Won - 2 points
      Match Lost - 1 point
      Match Defaulted - 1 point
      Walk out or Forfeiture - 0 point
       
  5.2 In case of two (2) way tie, winner over the other.
       
  5.3 In case of three (3) or more ties, Quotient System will be applied:
      Goal Average = Points For / Points Against
       
6.0 FORCE MAJEURE
       
  Twenty minutes after a force majeure has occured, the following rules will be applied:
       
  6.1 If it occured during the first HALF of the game, the game will be played from the start. The
    game will reschedule.
       
  6.2 If it occured during the second HALF onwards, all scores, fouls, team fouls, the time remaining,
    time outs, will be carried over when the game is rescheduled and only team members
    present in that particular game will be allowed to play.
       
  6.3 If it occured during the last two minutes of the game, the team with 20 points lead will
    automatically win the game.
       
7.0 SANCTIONS
       
  7.1 Player(s) slapped with two (2) Unsportsmanlike (FIBA Rule Art.36) or two (2) Technical fouls
    or a combination of both will be disqualified from that particular game.
    Sanctions for suspension will be in accordance to the severity/gravity of the offense.
       
  7.2 Team Officials/Members ejected by the Game Officials will be penalized with a One (1) game suspension
    ( next scheduled game ) repetition - ban for the rest of the season.
       
  7.3 Accumulated Technical or Unsportsmanlike fouls slapped to any Team Officials/Members shall be
    sanctioned accordingly.
       
8.0 GAME TIME IS FORFEITURE TIME
       
  8.1 A team will loss by forfeit if the Table Official (the TIMER) signals to start the game and the Team
    can not field-in five (5) players ready to play.
       
  8.2 The opponent will be declared to have win the game by forfeit.
     
  8.3 In case of walk-out refer to the WNCAA Constitutional & By Laws 2010-2012.
       
9.0 RESTRICTIONS
       
  9.1 Players/athletes should sport an appropriate haircut. Bald or Skinheads are not allowed.
       
  9.2 Players/athletes are not allowed to exposed any tattoos.
       
10 TYPHOON SIGNALS
       
    There will be no games in the Midgets Division when typhoon signal number 1 is declared.
    For typhoon signal number 2, games in the Juniors and Seniors Division will be postponed.
    All games will be rescheduled.
       
11 DELIBERATE LOSS
       
    Coaching Staff who deliberately allows his/her team to lose the game, as reported by the
    Commisioner, will be fined with an amount and/or suspended or banned from the tournament,
    to be determined by the Executive Council.
       
12 UNFORSEEN
       
    Any technical matter not mentioned in the Ground Rules shall be decided by the Commissioner
    and the Technical Committee. Other matters by force majeure shall be decided in consultation
    with the WNCAA Executive Council.

ART. 17 THROW IN
       
Procedure
       
  17.2.4 During the last two (2) minutes of the fourth (4th) period and during the last two (2) minutes of each
      extra period, follwing a time-out taken by the team that is entitled to possession of the ball from its
      backcourt, the throw-in shall be taken at the throw-in line opposite the scorer's table in the team's
      frontcourt.
       
     
       
ART. 16 GOAL: WHEN MADE AND ITS VALUE
       
  16.2.5 The game clock must indicate 0:00.3 (three tenth of a second) or more for a player to secure his
      possession of the ball on a rebound of throw-in in order to attempt a field goal. If the game clock
      indicates 0:00.2 or 0:00.1 the only type of a field goal to be secured is by tapping or directly dunking
      the ball.
       
ART. 29 24 seconds (clarification)
       
  50.1 24 seconds device started or restarted:
      A team gains control of a live ball on the playing court.
      On a throw-in line, the ball touches or is legally touched by any player on the playing court.
       
1.0 BENCH DECORUM
       
  1.1 All player substitutes and bench personnel should sit on the bench @ all times, with the exception of
    acknowledging good plays and after a successful basket.
       
  1.2 A maximum of five (5) officials that can sit on the bench. These include the coach, assistant coach,
    trainer, scorer/statistician and utility. Plus (+) the school Representative. (5+1=6)
       
  1.3 When the School Representative is plus (+) one (1), its' function is restricted to maintaining bench
    decorum and is not allowed to have verbal communication with the Table and/or Game Officials.
       
  1.4 Only the Head Coach can remain standing during the game.
       
    PENALTY:
       
      1st Offense - the team shall be given a warning through the Team Captain in the court.
       
      2nd Offense - the team shall be given a last and final warning through the Team Captain in the
      court and will be announce by the Game Announcer if any. The Scorer shall also take note
      of the warning.
       
      3rd Offense - an indirect Technical Foul shall be charged to the Coach.
       
2.0 TIME OUTS
       
  2.1 The Game Clock Operator shall sound the:
       
      1st Buzzer - Fifty (50) seconds before the Time Out shall elapse.
       
      2nd Buzzer - the game shall be resumed immediately by the Game Officials.
       
  2.2 The fifty (50) seconds Time Out shall be utilized by both teams and the game shall resume after
    one (1) minute.
       
  2.3 No conditional Time Outs.
       
  2.4 During Time Outs, cheering and beating of drums should not be allowed.
       
3.0 UNIFORMS
       
  3.1 T-SHIRTS worn under the uniforms regardless of style shall not be permitted.
       
  3.2 Sports wear undergarments will be permitted provided it will not be exposed outside of the unform.
    As much as possible same color with the uniform.
       
  3.3 All players must tuck their shirts into their playing shorts at all times in the playing court.
       
  3.4 PENALTY
       
    1st Offence - warning against the offending player and relayed to the coach.
       
    2nd Offence - any player(s) of the said Team shall be substituted on the next dead ball period.
    The player can re-enter the game on the next substitution opportunity.
       
4.0 CORRECTABLE ERROR
       
  4.1 Awarding Free Throw(s) to the wrong basket.
       
  RULES OF CONDUCT
       
  1. When the ball is dead and the game clock is stopped, the Team Captain or the Head Coach may
    communicate in a courteous and calm manner with the nearest Game Official during the game to
    obtain information.
       
  2. When the ball is dead and the game clock is stopped, the Head Coach or the Assistant Coach may
    communicate in a courteous and calm manner with Table Official to request a Time Out or to
    obtain information.
       
  3. Players thrown out by the Referees during a game shall automatically be suspend on his teams'
    next scheduled game, however the Executive Council reserves the right to upgrade the penalty
    depending on the severity of the action committed. Repetition of the same incident refer to the
    WNCAA Constitutional By-Laws 2010-2012.
     
  4. Player taunting, trash talking and other gesture by any participating Team Member, that will incite
    the opponents or the spectators shall be given|:
       
    1st Offence - warning to the Team/ player(s).
       
    2nd Offence - any player of the same Team, a Technical Foul shall be charged.
       
  5. Player(s) disqualified under FIBA Rule Art. 39 - Fighting Rule can play on their Teams' next game,
    provIded the said player(s) are not involved in a fight or in a situation that may lead to a fight.
    Team members involved in a fight shall be suspended on their next three (3) games. Repetition
    of the same incident, refer to the WNCAA Constitutional By-Laws 2010-2012.
       
  6. Team officials and Players should not approach to confront any Game Officials after their
    Teams' game.
       
  7. Team officials and Players following the Game Officials to the locker/dressing room and provoking
    with use of unpleasant, or profane language shall be penalized with a minimum of one(1) game
    suspension, their next scheduled game.
       
  8. Team(s) found to have field in an ineligible player will loss by forfeit all the games the said
    ineligible player has played. The Board reserves the right to further sanction the said Team.
